Sudan Establishes Presidential Council and Appoints Transitional Prime Minister in Historic Move Toward Peace
Khartoum, Sudan — In a landmark development for Sudan’s political future, the Sudan Founding Alliance (TASIS) has announced the formation of a 15-member Presidential Council and appointed Mohammed Hassan Osman Al-Ta’ayshi as Prime Minister of the Transitional Peace Government.
The decisions were formalized during the second and third sessions of the TASIS Leadership Council held on July 24, 2025, marking a pivotal step in the country’s transition from conflict and military rule to democratic governance.
Formation of Presidential Council
Under the authority of Article 67(2) of the 2025 Transitional Constitution, the newly formed Presidential Council will serve as the highest executive body during Sudan’s transition. The council comprises key regional governors and military leaders, reflecting the country’s complex political and ethnic makeup.
Commander Mohamed Hamdan Dagalo has been appointed Chairperson, with Commander Abdalaziz Adam Alhilunamed Vice-Chairman. The council also includes:

Regional governors will serve as deputy presidents of the council for their respective areas, ensuring decentralized leadership in line with the principles of federalism and inclusivity.
New Prime Minister Appointed
In accordance with Article 71(1)(a) of the transitional constitution, Mohammed Hassan Osman Al-Ta’ayshi has been appointed as the new Prime Minister. Al-Ta’ayshi, a seasoned political figure and former civilian leader during Sudan’s transitional period following the 2019 revolution, is tasked with forming a civilian-led government and steering the country toward democratic elections.
A New Vision for Sudan
Speaking on behalf of the alliance, TASIS spokesperson Alaa Eldin Awad Naqd praised the Sudanese people’s resilience in the face of decades of war and suffering.
“Today, we renew our commitment to building an inclusive state and a new, secular, democratic, decentralized, and voluntarily unified Sudan founded on the principles of freedom, justice, and equality,” Naqd said.
TASIS, a coalition of political parties, civil society groups, armed movements, and regional leaders, was established to guide Sudan’s transition toward peace and democracy. The alliance emphasizes national unity, regional autonomy, and human rights.
Further sessions of the Leadership Council are expected in the coming days as TASIS finalizes remaining components of the Transitional Peace Government.
